Summary

The Information Technology Office (ITO) is responsible for providing information technology and telecommunication services to OSC nationwide. ITO activities include support for OSC's wide and local area networks in Washington, DC, an in-house case tracking system, Internet and Intranet, wireless services, email, video conferencing, backup and restore facility for all agency file servers, eDiscovery system, AI integration, and support for a variety of other services.

Division Overview The Information Technology Office (ITO) is responsible for providing information technology and telecommunication services to OSC nationwide. ITO activities include support for the OSC's wide area and local area network in Washington, DC, an in-house case tracking system, Internet and Intranet, wireless services, email, video conferencing, backup and restore facility for all agency file servers, the enterprise wide VOIP telephone system, eDiscovery system, AI integration, and support for a variety of other computer and telecommunication capabilities. Duties This position serves as the Chief Information Officer (CIO) responsible for the management and direction of OSC-wide IT and information technology systems. This includes multiple IT systems broadly identified as (a) enterprise content management; (b) information communication; (c) information security and (d) enterprise structure and customer service. As a Supervisory IT Specialist, you will be responsible for: Overseeing a comprehensive and compliant computer security program. Consulting with the Principal Deputy Special Counsel and COO, leading the overall success of the IT program to ensure alignment with critical agency priorities. Acquiring and managing the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology (IT) goals and objectives and reduce overall organizational risk. Providing advice and assistance to the Special Counsel and senior leadership on IT matters. Representing the agency at meetings and conferences concerning IT issues. Serving as the Contracting Officer's Representative (COR) for all IT related purchases. Providing supervision, direction, and leadership to assigned IT staff within the information technology office. Qualifications

Minimum Qualifications In order to be qualified for this position, you must possess: IT-related experience that demonstrates each of the following four competencies (obtained in the private or public sector) equivalent to the GS-14 grade level in the Federal service: Attention to Detail - Evaluating the effectiveness of the organization's cybersecurity safeguards. Customer Service - Overseeing the delivery of IT services through customer support. Oral Communication - Presenting information on IT operation status to program officials. Problem Solving - Providing recommendations on IT security issues. In addition, to be qualified at the GS-15 level, you must possess one year of specialized experience (obtained in the private or public sector) equivalent to the GS-14 grade level in the Federal service performing the following: Managing the maintenance of the organization's IT systems to ensure consistency with operational objectives. Developing program policies to meet organization-wide IT requirements. Developing long-range IT plans to minimize risks associated with IT system vulnerabilities. Providing direction to a team and/or subordinate staff (i.e. assigning work, reviewing work, developing performance standards, making authoritative decisions regarding personnel actions, etc.) within a program and/or division. Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Your resume must explicitly outline your qualifications. You will receive credit for all qualifying experience, including volunteer experience. Annual Leave Accrual Credit Selectees for their first Federal position may be eligible to earn a higher annual leave accrual rate based on prior non-Federal or uniformed service work experience. The amount of service credited will be based on specialized experience or qualifying experience that is provided on the applicant resume and documentation submitted.

Evaluations
