About The Department
UOB Innovation Hub 2 (InnoHub2) is a UOB-wholly owned subsidiary and a Centre of Excellence based in Malaysia, providing Group Business Services (GBS) to support the UOB Group. Started in 2021 with technology application design, development and support, InnoHub2 is expanding beyond technology services to deliver other business services to support the Bank’s growth ambition. Job Responsibilities
As a Mobile Chapter Lead (Android), you will be responsible for driving the technical delivery, governance, and evolution of UOB’s Digital Banking Mobile Platform. You will provide leadership across architecture, engineering, delivery, quality, and operational excellence while supporting large-scale Agile delivery teams.
Working closely with Product Owners, Tribe Leads, Architects, Engineering Chapters, and business stakeholders, you will ensure successful implementation of strategic digital banking initiatives and champion engineering best practices across the Android development ecosystem.
Technology Leadership & Delivery
- Lead the end-to-end delivery of mobile banking platforms and country-specific digital banking implementations.
- Provide technical leadership and governance across architecture, design, development, testing, deployment, and production support activities.
- Drive execution of strategic digital banking initiatives while ensuring alignment with enterprise architecture standards and technology roadmaps.
- Partner with business, product, and technology stakeholders to translate business requirements into scalable and secure mobile solutions.
- Provide guidance and oversight to Chapter Leads, Technical Leads, Architects, and senior engineering teams.
- Define and promote Android engineering standards, frameworks, development methodologies, and best practices.
- Drive adoption of modern Android development practices including Kotlin, MVVM, Clean Architecture, modularisation, and automated testing.
- Ensure high-quality software delivery through code quality governance, code reviews, SonarQube compliance, and engineering quality metrics.
- Champion mobile security best practices, secure coding standards, and compliance requirements across all mobile solutions.
- Establish and govern CI/CD pipelines, release management processes, and mobile deployment strategies.
- Lead engineering teams operating within a scaled Agile framework.
- Support the transformation of traditional development teams into high-performing Agile squads and chapters.
- Foster a culture of continuous improvement, innovation, accountability, and engineering excellence.
- Drive organizational, cultural, behavioral, and process changes to enable successful digital transformation initiatives.
- Collaborate closely with Tribe Leads, Squad Leads, Product Owners, and Coaches to ensure delivery efficiency and business value realization.
- Build and develop strong engineering capabilities across the Mobile Chapter.
- Coach, mentor, and guide Android engineers, Technical Leads, Architects, and Chapter members on technical and career development paths.
- Support workforce planning, capability assessment, succession planning, and talent development initiatives.
- Drive recruitment, onboarding, performance management, and career progression activities for engineering talent.
- Create a high-performance culture focused on collaboration, ownership, innovation, and continuous learning.
- Manage internal and external delivery teams, including offshore development partners and vendors.
- Plan and allocate resources to meet project objectives and strategic business priorities.
- Monitor development of productivity, delivery velocity, quality metrics, and operational performance.
- Manage vendor relationships, delivery commitments, and service quality expectations.
- Ensure effective collaboration across distributed and matrix-managed teams.
- Provide production support governance for mobile banking applications and platforms.
- Oversee incident management, root cause analysis, problem management, and service improvement activities.
- Ensure application stability, scalability, availability, and performance meet business objectives.
- Drive continuous improvement initiatives across development, testing, deployment, and operational processes.
- Maintain compliance with security, risk, audit, and regulatory requirements.
- 15+ years of software engineering and technology delivery experience, preferably within banking or financial services environments.
- Proven experience leading large-scale digital transformation and mobile banking initiatives.
- Experience managing engineering organizations with more than 100 developers.
- Strong experience leading distributed and offshore teams within Scaled Agile delivery environments.
- Experience delivering projects using both Agile and Waterfall methodologies.
- Proven ability to build, develop, and lead high-performing engineering teams.
- Strong experience in Android native development using Kotlin.
- Good understanding of hybrid mobile application development.

- Masters/Bachelor's Degree in Computer Science, Engineering, Information Technology, or a related discipline.
- Equivalent practical experience will also be considered.
