Summary

This position is assigned to the Fleet and Family Readiness (FFR) Support Services, N94; Fleet and Family Readiness- (FFR), N9; Commander, Navy Region Mid-Atlantic. Incumbent serves as the Regional Financial Manager for Non-appropriated Fund (NAF) activities. The position is responsible for advising managers of the NRMA FFR (N9) program on multiple business functions including financial analysis, accounting, asset management and audit readiness supporting NAF and appropriated funds (APF).

Duties

  • Financial Management and Administration 70% Manages a complex integrated system financial management, accounting, and payroll functions across the region. Responsible for the monthly and annual reconciliation of all NAF accounts and balance sheet entries. Serves as principal advisor on organization's financial policies and procedures. Provides guidance and support to management at all levels of the organization. Administers policies across the region that support audit readiness. Maintains internal controls and accountability for funds and asset management. Reviews financial data, conducts financial analysis, and interprets financial reports that inform management decisions. Identifies deviations from standards and/or plans makes data projections. Provides reports and recommendations to management throughout the organization. Serves as the Budget Officer with responsibility for development of the annual NAF budget submission to include coordination with N9 Region Program Directors. Interfaces with the Regional Comptroller in preparing, coordinating, tracking and executing the appropriated funds associated with the execution of N9 resources. Optimizes use of technology and coordinates with Information Technology (IT) on a variety of interfacing information systems including Systems Applications and Products (SAP), Kronos, Rec Trac, Quibica, and Child and Youth Management Systems (CYMS). Serves as the primary financial point of contact and reporting authority to Commander, Navy Installations Command (CNIC). Supervision 30% Directly supervises one (1) NF-0501-04 NAF Supervisory Financial Analyst, (1) NF-2005-03 Property Technician and two (2) 0544-03 Payroll Technicians. This includes second-level supervisory responsibility for a staff of two (2) 0525 Supervisory Accounting Technicians, thirteen (13) 0525-3 Accounting Technicians. Ensures timely recruitment, interview, and selection of vacated positions. Recommends actions involving reassignment, detail, or promotion. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Ensures staff receive proper training to fulfill requirements. Reviews and approves leave requests and work schedules to ensure sufficient workforce is available at all times to accomplish mission requirements. Responsible for all aspects of performance management to include establishing guidelines and performance expectations, observing performance, providing input on work performance through informal feedback and periodic written evaluation. Develops work improvement plans as necessary. Effects disciplinary measures within authority. Resolves complaints and grievances. Promotes and administers management programs such as safety, recognition and awards. Qualifications

A qualified candidate must possess: Broad knowledge of Navy Fleet and Family Readiness programs, issues, policies, procedures, regulations, and support functions. Knowledge NAF and APF financial regulations, Uniform Funding Management policies and procedures, Department of War (DoW) travel regulations; disbursing functions; employee compensation regulations, and revenue control, in order to effectively guide subordinate employees in the proper completion of their assigned duties. Knowledge and experience with cash flow dynamics, capital and operating budget tools and processes. Knowledge of fiscal management practices, in order to analyze trends, global business developments and to make improvements in operating programs through innovative general business practices. Ability to develop, apply, and adjust financial plans and policies to attain agency goals and objectives. Ability to perform the full range of supervisory duties. Ability to establish and maintain effective working relationships with staff, key management officials requiring the exercise of tact, ingenuity and resourcefulness. Skill in preparing clear and concise oral and written communication to correspond with high-ranking military members, regional, and headquarters staff. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to apply independent judgment and use analytical methods and tools to solve complex financial problems. Ability to make presentations to effectively represent the organization on complex, controversial and/or sensitive issues regarding NAF financial management, requirements and objectives, and/or the status of current initiatives and/or projects.
