Role Overview
We are seeking a seasoned Enterprise Data Architect to serve as the Solution Owner for strategic Healthcare Payer Data & AI Transformation programs.
This leadership role will be responsible for defining the end-to-end data architecture, modernization strategy, and AI-enabled data ecosystem spanning legacy mainframe platforms, modern cloud environments, semantic data layers, and agentic AI-driven analytics solutions.
The ideal candidate will possess deep expertise in Healthcare Payer data ecosystems, IMS and DB2-based legacy platforms, enterprise data architecture, semantic modeling, cloud data platforms, and AI-enabled data solutions.
The individual will lead multi-disciplinary teams comprising Mainframe Consultants, Healthcare Consultants, AI Architects, and Data Engineering Specialists to assess the current landscape and design the future-state architecture.
This is a highly consultative role requiring strong technical leadership, stakeholder engagement, solution ownership, architecture governance, and business transformation experience.
Primary Responsibilities:
Enterprise Solution Ownership
- Own the overall solution architecture and technical strategy for Healthcare Payer data modernization and AI transformation initiatives.
- Define the future-state data architecture aligned with business, analytics, operational, and AI objectives.
- Act as the primary architecture authority across design, implementation, governance, and deployment phases.
- Ensure alignment between business objectives, data strategy, technology platforms, and AI initiatives.
- Drive architecture decision-making and establish enterprise-wide standards, patterns, and best practices.
Legacy System Assessment & Modernization Strategy
IMS & DB2 Analysis
Lead discovery and assessment of legacy Healthcare Payer applications built on:
- IMS DB
- IMS TM
- DB2
- COBOL
- CICS
- VSAM
- Batch Processing Frameworks
Responsibilities:
- Understand legacy application architectures, data lineage, business rules, and system dependencies.
- Define modernization strategies for extracting, transforming, and operationalizing legacy data assets.
- Guide Mainframe Consultants in analyzing business logic embedded within IMS and DB2 implementations.
- Establish migration and coexistence patterns between legacy and modern platforms.
Target Data Architecture Definition
On-Premise Architecture
Design scalable enterprise data platforms supporting:
- Operational Reporting
- Enterprise Data Warehouses
- Integrated Healthcare Data Stores
- Regulatory Reporting
- Master Data Management
- Reference Data Management
Cloud Architecture
Define cloud-native architectures leveraging:
- Azure
- AWS
- Google Cloud

- Microsoft Fabric
- Data Lakehouse Platforms
Responsibilities:
- Establish hybrid data architectures supporting phased modernization.
- Define ingestion, integration, governance, security, and consumption layers.
Data Platform Design
Define:
- Data Domains
- Canonical Models
- Data Products
- Data Mesh Components
- Data Governance Frameworks
- Metadata & Lineage Solutions
Semantic Layer & Abstraction Layer Architecture
- Define the enterprise semantic layer strategy for Healthcare Payer data.
- Create business-friendly abstraction layers that decouple consumers from underlying source complexity.
Establish standardized business entities across:
- Members
- Providers
- Claims
- Benefits
- Plans
- Authorizations
- Care Management
- Financial Operations
Responsibilities:
- Define reusable business metrics, KPIs, and healthcare measures.
- Enable consistent data consumption across reporting, analytics, AI, and agent platforms.
- Ensure semantic consistency across on-premises and cloud ecosystems.
AI-Enabled Data Solution Architecture
AI & Analytics Platform Design
Collaborate with AI Architects to develop data architectures supporting:
- Generative AI
- Retrieval-Augmented Generation (RAG)
- Semantic Search
- Agentic AI Platforms
- AI Assistants
- Knowledge Graphs
- Intelligent Data Discovery
Responsibilities:
- Design enterprise knowledge layers that support AI-driven decision-making.
- Define data preparation, context management, vectorization, and retrieval strategies for AI applications.
- Establish architecture patterns supporting AI governance, explainability, data quality, and compliance.
Leadership Across Multi-Disciplinary Teams
Guide and Govern the Following Roles
Mainframe Consultant
- Direct legacy system assessment activities.
- Validate IMS and DB2 business rule extraction.
- Ensure accurate understanding of source system architecture and business functionality.
Healthcare Consultant
- Align architecture with Healthcare Payer business processes.
- Validate business capabilities, workflows, and domain models.
- Ensure solution designs meet regulatory and operational requirements.
Tech Specialist – Data
- Drive source-to-target mappings, data models, and ETL/ELT design activities.
- Guide semantic layer implementation and data engineering standards.
- Review technical designs and delivery artifacts.
AI Architect
- Align AI solution architecture with enterprise data architecture.
- Define integration patterns between data platforms.
