Visa Information
TTUHSC, at its sole discretion, may initiate new H-1B I-129 visa petitions in accordance with the directive issued by Governor Abbott. Approval from the Texas Workforce Commission is required. On a limited, case-by-case basis, the institution may also sponsor eligible individuals for change-of-status or change-of-employer petitions for qualifying positions. TTUHSC will not pay the $100,000 fee, if applicable.
Position Description
The Programmer Analyst III's role with TTUHSC Business Affairs is to process and carry analytical and design skills. Produce logic, problem diagnostics, and problem solving skills. Carry an understanding of programming languages, syntax structures, and data management techniques, as well as an understanding of application and database design and development concepts and standards. Utilize web design and development concepts and standards. Needed ability includes exercising judgment based on an understanding of organizational policies and activities. Plan and organize effectively, prioritize goals, use time efficiently, and stay on task. Communicate effectively, both orally and in writing. Establish and maintain effective work relationships.
Major/Essential Functions
Knowledge, Skills, Abilities:
Analytical and design skills, including process description, logic, problem diagnostics, and problem solving.
An understanding of programming languages, syntax structures, and data management techniques.
An understanding of application and database design and development concepts and standards.
An understanding of web design and development concepts and standards.
Ability to:

Establish and maintain effective work relationships.
- Design, develop, and support innovative and effective enterprise web applications across the entire software development lifecycle according to departmental standards and practices.
- Perform complex data analysis, querying, and troubleshooting.
- Manage assigned tasks and projects including documentation and records according to department standards.
- Utilize proactive, clear and professional communication.
- Other duties and projects as assigned.
In accordance with Texas Executive Order GA-48 and applicable state or federal law, this position may involve access to, work on, or conduct research involving critical infrastructure. It will require background checks, including, but not limited to, criminal history and other security-related screenings. Employment is contingent upon the successful completion of these checks.
Preferred Qualifications
- Five Years of experience in web and database development.
- Five years of experience with Microsoft .NET, MVC, Entity Framework, C#.
- Knowledge and experience with: HTML, CSS, JavaScript, .NET, and web UI framework libraries.
- Prior experience with Texas Tech Banner data elements and relationships.
- Experience with database procedures and updating data using TSQL or PLSQL .
- Experience in data analytics, research, and advanced querying in Oracle and SQLServer.
- Knowledge and experience documenting and communicating technical details in a clear and concise manner.
