Summary
The Commodity IT Senior Leader serves as a preeminent, enterprise-wide authority and thought leader within the DoW, focusing on the strategic acquisition and administration of the Commodity IT Enterprise Service portfolio. They provide high-impact, independent technical expertise through authoritative analysis, strategic planning, and architectural foresight to influence DoW standards and solutions for network architecture, mobility integration, cybersecurity, and related IT services.
Duties
- Major Duties and Responsibilities include, but are not limited to: Enterprise IT Analysis and Foresight: Performs comprehensive, enterprise-scale analyses of commodity IT enterprise service capability architectures, synthesizing technical data into strategic insights and products that inform senior leadership on network evolution, interoperability, and threat mitigation. Strategic Technical Guidance: Provides expert IT advisory support to senior DoW officials and technical teams, delivering recommendations, position papers, briefings, and consultative services on advanced technologies, zero-trust architectures, cloud-edge integration, and enterprise service paradigms. Innovation and Standards Influence: Contributes to IT innovation through independent research, modeling, proof-of-concept efforts, and authorship of guidance/documents; participates in collaboration with Components, industry, academia, and standards bodies to support DoW-wide IT standards and best practices. Cross-Organizational Liaison and Collaboration: Acts as a liaison with DoW CIO elements, DISA, Components, and mission partners, articulating IT capability requirements and recommendations to enhance enterprise network and mobility effectiveness. Acquisition Responsibilities: Fifty percent or more of the duties of this position are in support of Program Management for Defense Acquisition programs. Therefore, the incumbent must obtain Acquisition certification in the Program Management Functional Area, in accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.
Qualifications
To meet the minimum qualification requirements for this position, you must demonstrate that you possess the Technical Qualifications and other qualifications, if applicable, listed below. TECHNICAL QUALIFICATIONS (TQ): You must show how you possess the TQs within your two-page resume. Failure to meet the two technical qualification requirements automatically disqualifies an applicant. TQ1 - Demonstrates advanced expertise in architecting and evolving large-scale enterprise networks, including the ability to perform in-depth analyses of complex architectures, integrate emerging technologies for enhanced interoperability, and develop solutions to support long-term network resilience. TQ2 - Demonstrated expertise providing independent IT advisory services and consultative support by formulating technical recommendations, serving as a cross-organizational liaison, and delivering architectural foresight to support enterprise portfolios. SENIOR PROFESSIONAL (SP) QUALIFICATIONS: Work experience should demonstrate the ability to negotiate with senior leaders and subject matter technical experts of the federal, military services, private industry, and/or academia to arrive at acceptable technical and business solutions and agreement on highly complex and possibly controversial information technology issues; and Stature in the profession as indicated by memberships and activity in professional associations, honors, awards, and other recognition and leadership in national and international professional communities. Experience reflects contributions and a very positive professional reputation as evidenced by successfully executing risk management, information assurance, and authorizing official activities and taskings, in a large cyber or IT organization.

There is no substitution of education for the specialized experience requirement at this grade level.

You may serve up to a one-year probationary period unless you previously completed the probationary period in the Senior Professional (SP). Accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.
