Summary

The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. We develop, maintain and protect IT solutions and data across our 27 agencies to enable mission outcomes through technology and service. OCIO continually enhances federal IT and digital capability with a focus on cybersecurity and customer experience to serve America's wage earners, job seekers and retirees.

Duties

  • The Department of Labor may use certain incentives and hiring flexibilities, currently offered by the Federal government to attract highly qualified candidates. The position may be located at any of the DOL office locations, if available. The advertised salary range reflects the minimum and maximum pay for all locations. Final salary will be determined based on the selectee's assigned duty station in accordance with applicable locality pay tables. The primary purpose of this position is to lead and manage complex, high-level IT projects across the Department of Labor, ensuring they are effectively planned, integrated, executed, and controlled throughout their full lifecycle. The role provides strategic leadership, project integration, and technical direction to advance DOL's mission through reliable, secure, and high-quality IT solutions. Major duties include, but are not limited to: Lead and manage the ongoing activities of a solutions development team to produce required customer deliverables. Plan, organize, and direct the work of project team members while establishing priorities and reviewing deliverables for compliance with DOL systems development life cycle policies. Participate with other managers in initiating and integrating project management functions across OCIO, including developing project artifacts and maintaining the IT portfolio in CPIC systems. Serve as a key member of senior planning staff, contributing to long- and short-range planning, program development, and coordination with internal and external partners. Conduct project scope planning with stakeholders to define and verify project scope, assess impacts on other IT operations, and manage scope changes. Develop project plans, including work breakdown structures, schedules, risk plans, resource requirements, and quality controls while maintaining alignment with cost, scope, and schedule constraints. Lead planning activities such as risk identification and analysis, quality assurance, communication planning, organizational planning, and acquisition planning. Manage the execution of IT projects according to approved project plans, overseeing information distribution, team development, and compliance with federal acquisition regulations. Control and monitor IT project performance, including change control, quality control, cost control, schedule control, and risk monitoring. Conduct project closeout activities, including contract closeout, records archiving, and post-mortem reviews to document lessons learned.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for the IT Project Manager, as described below. Basic Qualifications: Applicants must have IT-related experience demonstrating each of the competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service. For GS-15 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet ALL statements below to be found qualified. Qualifying specialized experience for GS-15 includes: Experience leading enterprise modernization efforts and migrating complex legacy systems to Federal Risk and Authorization Management Program (FedRAMP)-authorized cloud environments (AWS, Azure, GCP) to enhance performance, security, and efficiency. Experience developing and implementing cloud strategy, governance, and policy frameworks aligned with OMB, NIST, Zero Trust, and agency requirements to ensure secure, consistent cloud adoption. Experience providing authoritative guidance on cloud architecture, including multi-cloud integration, containerization, DevSecOps, AI solutions, and enterprise automation for mission-critical systems. Experience managing a complex multi-account environment with challenging agency-level billing processes.
