Summary
The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.
Duties
- Provide leadership and technical direction for complex IT projects involving enterprise-scale system architectures, cloud migrations, algorithm optimization, and artificial intelligence/machine learning integration. Lead cross-functional teams of software engineers, data scientists, system architects, and security specialists through full project lifecycles from requirements definition through deployment, ensuring adherence to Agile/DevSecOps methodologies. Provide leadership and/or oversight to the successful execution of spend plans and assess variances from cost and schedule baseline; oversee the reallocation of resources in response to change considering impact to project cost, schedule, and quality of deliverables. Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services. Lead all aspects of contract management and oversight to include leading competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer (CO). Mandatory Requirements: Expert program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community. Expert knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives. Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Expert experience examining project successes and failures and making expert recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs. Based on assignment, may require Contracting Officer's Technical Representative (COTR) Certification and proven track record as COTR. Desired Requirements: Experience: One year of specialized experience at the next lower GS-grade (or equivalent). Four years of program or project management experience, shall include one year of experience in federal programs and project, within the last ten years. The one year on Federal programs can either be as Federal civilian or member of industry. Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Certifications: FAC-C P/PM or equivalent PM certification; DOD Level III PM certification

JOB INTERVIEW TRAVEL Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview. SALARY DETERMINATION The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
