Summary

This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 pay band is equivalent to the GS-13/14 grade levels. Duties

  • As a Data Scientist (Data Analytics), NQ-1560-03, you will: Lead advanced analytical and data-science efforts in support of Naval Reactors' Total Force manpower and workforce strategy, including development of models and analyses to assess and forecast workforce dynamics such as hiring pipelines, retention, attrition, internal mobility, and future workforce composition. Design, execute, validate, and defend complex analytical models, tools, and studies that inform long-range personnel and manpower policies, with emphasis on optimizing engineering talent utilization and strengthening talent-retention strategies. Identify and implement opportunities to enhance data integration, process efficiency, automation, and system usability within the organization; lead continuous-improvement initiatives involving automated dashboards, templates, and data pipelines to improve the accuracy, timeliness, and accessibility of data products. Provide senior-level analytical support to Non-Primes Budget planning and execution by delivering data-driven insight on obligations, execution performance, risks, and forecasted resource requirements. Facilitate cross-division collaboration to expand modern analytics capabilities across Naval Reactor Headquarters by delivering training, consultation, and facilitation that build organizational data literacy and support adoption of self-service analytic tools and practices. Perform other related analytical duties as assigned, including special studies, rapid-response data calls, and support to broader Naval Reactors and Department of Energy/Department of Navy initiatives requiring advanced analytical or data science expertise. The incumbent also serves in support of Department of Navy duties as assigned.

Qualifications

In addition to demonstrating the basic requirement listed in the education section of this announcement, applicants must also demonstrate possession of specialized experience. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, NQ-02 (GS-12), in the Federal service. Specialized experience for this position is defined as meeting the following: Applying advanced data analytics and predictive modeling to understand, assess, and forecast workforce trends that inform strategic manpower planning and policy decisions; Providing senior-level decision support for manpower and administrative functions by delivering data-driven insights, analyses, and recommendations that guide organizational resource decisions; and Leading data-driven initiatives to improve the quality, integration, accessibility, and usability of workforce and manpower data across the organization, enhancing analytic capability and decision-making effectiveness. Education

Applicants must meet the Basic Requirement for the Data Science Series, 1560: Degree: Mathematics, statistics, computer science, data science, or a field directly related to the position. The degree must be in a major field of study, at least at the baccalaureate level, that is appropriate for the position; or Combination of education and experience: Courses equivalent to a major field of study, or 30 semester hours, in mathematics, statistics, computer science, data science, or a field directly related to the position, plus additional education or appropriate experience. Positions with an education requirement, or if you are qualifying for a position by substituting education or training for experience, you MUST submit a copy of your transcripts or equivalent. Unofficial transcripts will be accepted that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. An official transcript will be required if you are selected. Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Evaluations

This position is announced under a government-wide Direct-Hire Authority (DHA). Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration.
