About The Role

The City of Bend is accepting applications for one (1) regular, full-time Project Engineer in the Engineering Division of the Transportation and Mobility Department. This is a non-represented, exempt (overtime ineligible) position. The City may use this job posting to create an eligibility list for future hiring purposes. A Project Engineer in the Transportation & Mobility Department steps into a role where technical expertise meets city-shaping impact. This position drives the review of internally generated transportation plans, ensuring designs are safe, efficient, and aligned with long-term mobility and maintenance goals. You’ll collaborate closely with planners, engineers, and operations teams, bringing a sharp eye for detail and a passion for improving how people move through the community. Every plan you touch helps shape streets, intersections, and corridors that work better for everyone.

As a leader of our Bike Programs, you’ll guide initiatives that expand and enhance the cycling network—coordinating infrastructure improvements, supporting community engagement, and championing multimodal transportation options that make biking safer and more accessible.

Beyond these specialty areas, the role includes hands-on project management responsibilities. You’ll shepherd projects from concept through delivery, coordinating schedules, budgets, and stakeholders to keep everything moving smoothly. What You'll Do

The following duties are a sample of major duties performed in this role and not intended to be an

exhaustive list.

  • Conducting plan review of Engineering Department developed plans to ensure consistency in connectivity, signing, and marking.
  • Project management responsibilities for various project needs of the Transportation and Mobility Department.
  • Ownership of the Bike Program – implementing improvements to Bend's bike network through smaller quick build solutions to close gaps in the system.
  • Ownership of the Bridge Asset Management program, including annual review of Bend's bridges to ensure they are maintained for years to come.
  • Developing and administrating approved project budgets.
  • Coordinating with internal and external stakeholders to establish priorities and coordinate work.

Ideal Candidate

We're looking for someone who brings understanding of transportation and traffic engineering principles, with the ability to translate complex engineering concepts into understandable public-facing realities. Highly qualified candidates will have working knowledge of effective project management, strong communication skills, and a high attention to detail and organization.

Minimum Qualifications

The following are the minimum qualifications for this position.

  • Education: Bachelor’s degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Experience: 4 to 5 years’ experience in a similar position and/or performing similar tasks.
  • Certification as a Professional Engineer in the State of Oregon required, or acquire within six months of appointment.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Desired Attributes

  • Experience in multimodal project or program management
