Chief Executive Officer (Fintech)

Responsibilities:

• Build and maintain high-level relationships with Thai government officials, the Ministry of Finance (MOF), and the Ministry of Digital Economy and Society (MDES) to advocate for the organisation’s interests
• Develop and execute government relations strategies tailored to the Thai political landscape, ensuring the company's voice is heard in policy discussions regarding the digital economy and national financial infrastructure
• Provide strategic guidance to the management team on Thai regulatory trends, Cabinet resolutions, and upcoming legislative changes that impact market entry and operational licensing
• Lead and oversee all legal and regulatory matters related to Bank of Thailand (BOT) regulated financial services, including licensing (e.g., Virtual Banking, e-Money), ongoing compliance, and regulatory reporting
• Act as the primary liaison with the MOF for the maintenance and acquisition of necessary financial operating license
• Ensure strict adherence to the applicable laws including but not limited to the Personal Data Protection Act and the Anti-Money Laundering/Counter-Terrorism Financing (AML/CTF) requirements
• Manage engagement with industry bodies, the Digital Economy Promotion Agency (DEPA), and relevant business forums to align on industry standards
• Direct fintech operations to align with BOT guidelines on digital financial innovation and the "Regulatory Sandbox" initiatives
• Represent the company at external events, industry conferences, and regulatory workshops organized by the BOT and MDES
• Be responsible for signing legal letters and documents according to Thai law and corporate regulations

Requirements:

• Bachelor’s degree in Law, Political Science, Economics, Business Administration, or a related discipline. A Master’s degree is highly preferred
• At least 10–15 years of leadership experience, with significant time spent in government relations, external affairs, or regulatory-heavy roles within the Thai market
• Proven success in building and managing relationships with key officials at the MOF, BOT, and MDES
• Strong hands-on experience dealing with BOT regulations, licensing processes, and direct supervisory engagement at a senior leadership level
• Deep understanding of the Thai legislative process and regulatory policy issues, particularly concerning the Digital Economy, Electronic Transactions, and Cabinet-level decision-making
• Solid understanding of AML/CTF requirements, PDPA, consumer protection, and corporate governance
• Excellent communication skills, with the ability to communicate complex issues effectively in both English and Thai
• Deep understanding of the Thai fintech market and the local digital economy landscape
• Excellent network within the Thai fintech industry and professional associations
