We are seeking a Project Manager to join our team. In this full-time position, located onsite at a refinery in Blaine, WA, you will work in a schedule-driven, collaborative environment, working closely with our client and reporting to the Project Management Department Manager. As a Project Manager, you will be responsible for engineering & procurement projects up to $20MM TIC. Project scope may include fabrication and construction management. You will be responsible for the full engineering project lifecycle including early and detailed engineering through construction and close out, establishing and executing projects that comply with the client work process, and ensuring the safety, value, quality, and timeliness of the project delivery.
Compensation: $120,000 – 160,000 anticipated annual salary *estimated salary may vary based on experience and location*
Work Arrangement: The schedule for this position will be a regular 5-8’s workweek with Monday through Thursday onsite and the option to work from home on Fridays.

Core Responsibilities
- Ensure health, safety, and environmental compliance with zero harm and zero incidents.
- Lead and manage mid-sized capital engineering & procurement projects (up to $20M TIC) from proposal through closeout, including FEL-1, FEL-2, FEL-3, detailed design, procurement, fabrication and construction management.
- Establish and maintain collaborative relationships with clients, contractors, and internal teams; foster positive client engagement and clear decision-making.
- Prepare engineering project Decision Support Packages for new projects or the next phase of a project.
- Lead meetings with clients, contractors, and internal staff.
- Prepare written communications and reports.
- Manage and control the project’s cost and schedule by ensuring that effective project controls are in place including the change management system.
- Identify and implement value engineering opportunities and continuous improvements.
- Capture and apply lessons learned throughout project lifecycle.
- Education: Accredited four-year Bachelor's degree in engineering or another technical field from an accredited university or equivalent experience.
- Experience: A minimum of five (5) years related experience with a minimum of three (3) years of project management experience.
- Location: This position is based at a Client Site. Fridays may be work from home, with prior approval from the program manager.
- Skills:
- Demonstrated ability to influence the project stakeholders for clear decision making and push back when necessary.
- Strong leadership, delegation, and organizational skills; ability to manage remote/overseas teams.
- Excellent written and verbal communication skills.
- Ability to attend to detail and work in a time-effective manner
- Technical Competence:
- Understanding of the phase-gate work process for project funding.
- Command of essential project controls functions, including scheduling, planning, forecasting, estimating, and cost management.
- Successfully demonstrated experience conducting and coordinating all technical and management aspects of projects.
- Strong technical knowledge and awareness of details to be able to recognize when technical problems are developing and implement effective solutions.
- Robust analytical and problem-solving skills.
- Travel: Travel outside the area is expected to be minimal, less than 10%
- Industry Requirements: This role will require all or some of the following requirements at time of hire or during employment
- HHFT Safety Training and current card or ability to obtain.
- Client Safety Training and current badge or ability to obtain.
- TWIC Certification and current card or ability to obtain. TWIC card must be obtained prior to start date or start date may need to be adjusted.
- Background screening including previous employment, education, criminal history, and driving record verification.
- Participation in random drug and alcohol programs.
- While performing duties of this job, you would occasionally be required to stand, walk, sit, reach with hands and arms, climb or balance, stoop or kneel, talk and hear (this includes being able to hear and talk on site based communication equipment), distinguish between various colors, be able to hear safety tones/notifications, and use fingers and hands to feel objects, tools, temperature or controls.
- Must occasionally lift and/or move up to 25 pounds.
- Specific vision abilities required include close vision, distance vision, depth perceptions, and the ability to adjust focus.
- Overtime may be necessary as workload dictates. This may include weekdays and weekends.
- Job duties will be performed at a client site, production facility or industrial/construction job site.
- Conditions and/or schedule may vary, but the conditions listed above will generally apply.
