Product Regulation & Safety Engineer / Manager

Position Overview

This role is a key expert in ensuring the company's crane products (especially All-Terrain Cranes) comply with Global Market Access requirements. Responsible for tracking, interpreting, and applying international regulations and standards, leading product compliance certification processes, and providing professional regulatory and safety guidance to R&D, design, and production teams. The expertise of this role will directly impact product global market access and compliance competitiveness.

Key Responsibilities

- Global Regulation Tracking & Interpretation: Continuously monitor regulatory updates (e.g., EU Machinery Directive, ISO standards, EPA emission standards, safety directives) in key markets such as the EU, North America, and Asia related to construction machinery, provide professional interpretation, and issue internal alerts.

- Compliance Strategy Development & Implementation: Develop certification plans and compliance strategies based on product target markets, ensuring products comply with regulations from the design stage, leading the establishment and maintenance of the product technical documentation system.

- Certification Project Management: Interface with European certification bodies (e.g., TÜV, DNV, etc.), manage the entire product certification process including documentation preparation, test coordination, on-site audits, and certificate maintenance.

- Design Phase Compliance Review: Participate in new product design reviews, provide professional input from a regulatory and safety perspective, identify potential compliance risks, and propose design improvements to ensure products are "compliant by design."

- Internal Training & System Development: Provide regulatory training to R&D, Quality, Production, and other departments; assist in establishing and improving the company's internal product compliance management system and processes.

- Market Access Support & Risk Control: Support the Marketing department in addressing technical/regulatory inquiries from customers and agents; monitor the compliance status of launched products; respond to potential compliance disputes or recall events.

Qualifications

- Bachelor's degree or higher in Mechanical Engineering, Safety Engineering, Vehicle Engineering, or related fields.

- Minimum 3 years of experience in regulatory certification work within the construction machinery, special equipment, or heavy equipment industry.

- Proficient in the EU CE certification system (Machinery Directive, EMC Directive, etc.); familiar with relevant safety standards such as ISO, ANSI, etc.

- Possess complete project-level certification management experience; familiar with collaboration processes with certification bodies.

- Strong cross-organizational communication skills with the ability to proficiently interpret technical regulations.

- Excellent communication, coordination, and documentation writing skills.
