Summary
NTTA is seeking an experienced Technical Lead to provide hands-on technical leadership for mission-critical tolling and payment platforms. This role is responsible for solution design, system reliability, integrations, and operational readiness for high-volume, transaction-intensive systems supporting electronic toll collection.
Technical Lead partners with internal teams and external vendors to ensure systems are secure, scalable, compliant, and highly available, while mentoring engineers and raising overall engineering standards.
Starting Rate: $111,525/annually - $146,744/annually - $190,767/annually
Retention Bonus: $1500

Responsibilities
- Provide technical leadership and architectural direction for .NET and Java-based platforms.
- Lead modernization efforts including APIs, microservices, and event-driven architectures.
- Oversee end-to-end delivery across the software development lifecycle using Agile practices.
- Ensure system reliability, performance, security, and operational readiness.
- Design and support payment and tolling workflows, integrations, and reconciliations.
- Collaborate with Product, Operations, Finance, Cybersecurity, and vendors to deliver business outcomes.
- Mentor engineers, support on-call rotations, and lead incident resolution and root cause analysis.
- Participate in on-call escalation, incident triage, root cause analysis, and corrective action planning
- Review technical documentation and communicate effectively with technical and non-technical stakeholders.
- Enforce engineering standards: code reviews, branching strategy, unit/integration testing, and CI/CD pipelines (GitHub Actions/Azure DevOps/Jenkins).
- Design and implement payment workflows: authorization, capture, settlement, refunds, chargebacks, reconciliation, and ledgering.
- Integrate with payment gateways/processors (e.g., First Data/Fiserv, Adyen, Worldpay, Chase Paymentech, Stripe) and card networks; manage tokenization, vaulting, network tokens.
- Ensure tolling domain correctness: trip creation, tag/plate reads (ANPR/ALPR), image review workflows, dispute management, rules engines for toll rates, HOV exemptions, multi-agency postings, and clearing/settlement.
- Oversee and drive database optimization, performance tuning and scalable architecture
- Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field.
- 6-8 + years of enterprise IT experience, including 3–5+ years acting as a Technical Lead or Senior Engineering role.
- Deep technical understanding of .NET or Java and SQL to effectively analyze vendor architecture, database performance impacts, and integration points
- Strong expertise in API architecture and governance, with the proven ability to review, test, and accept vendor-developed RESTful APIs, ensuring adherence to enterprise security, performance, and payload standards
- Experience supporting high-volume transaction or payment processing systems.
- Experience with CI/CD pipelines, source control, and modern development practices.
- Strong communication, documentation, and stakeholder collaboration skills.
- Experience in tolling, transportation, financial services, or other regulated environments.
- Payment processor integration experience (e.g., Fiserv/First Data, Worldpay, Chase Paymentech, Stripe).
- Familiarity with event streaming, messaging platforms, and cloud-based architectures.
- Experience supporting 24×7 production systems and incident management.
- Perform database performance tuning to optimize efficiency, scalability, and reliability (query optimization, indexing, execution plans).
- Monitor performance metrics, identify bottlenecks, and resolve issues to improve response time and throughput.
- Manage data lifecycle activities, including archival, retention compliance, and automated purging of obsolete data.
