The IS Advisor 1 position serves as high-level advisor for complex and difficult information systems projects and tasks and provides technical expertise, policy direction and coordination supporting information systems. Administers and maintains computerized databases. Performs related duties as required.

Typical Duties
Operational Leadership & Customer Support
- Identifies, analyzes, and resolves complex information systems problems to improve service delivery.
- Meets with internal customers to understand business needs, troubleshoot issues, and identify opportunities for process and system improvement.
- Explores and develops technology solutions based on extensive knowledge of departmental information systems and operational workflows.
- Partners with executive management and operational stakeholders to define technical requirements and translate them into effective solutions.
- Oversee daily IT activities, including application support, helpdesk operations, end-user support, analytics, development, and telecommunications (including video services).
- Assists with the management, maintenance, and optimization of IT infrastructure to ensure scalability, reliability, and security.
- Identifies and mitigates technology-related risks, including cybersecurity threats, and ensures compliance with relevant security, state, and federal standards.
- Researches and evaluates hardware, software, tools, and industry trends to provide innovative technology recommendations.
- Review technical literature, consult with experts, and coordinate with vendors to identify appropriate solutions for complex problems.
- Serves as an escalation point for advanced technical issues, coordinating across technical teams and external partners to achieve timely resolution.
- Leads or supports technology projects with broad organizational impact or significant policy considerations.
- Coordinates project teams across organizational lines to ensure successful outcomes.
- Facilitates collaboration between departments with shared information management interests.
- Serves on, or chairs, interdepartmental committees addressing technology policy and strategy.
- Prepares complex written documents including RFPs, budget proposals, technical reports, and presentations for senior leadership.
- Presents complex technical concepts in clear, understandable terms to both technical and non-technical audiences.
- Creates and maintains database structures; assists in the design and integration of databases.
- Determines database and file structures and ensures they are properly implemented.
- Monitors disk usage, reorganizes and restructures databases, and implements backup and recovery procedures.
- Maintains database documentation and ensures data integrity across systems.
- Works with application and systems programmers, providing assistance with problem determination, transaction processing issues, and program modifications related to database changes.
- Leads and mentors a team of IT professionals.
- Establishes performance standards and promotes a culture of accountability, collaboration, and continuous learning.
- Provides guidance to programming and operations staff on technical procedures, system changes, and best practices.
- Manage vendor relationships, ensuring contract compliance, service quality, and effective use of technology investments.
- Assists with departmental budgeting and resource planning to support strategic priorities cost-effectively.
- May lead, coordinate, and direct the work of IT professionals on a project or operational basis.
- Receives general direction from a top departmental manager and independently handles complex or unusual matters within assigned scope.
The role typically involves office work with some walking, standing, bending, and carrying light items. Field work may require lifting objects up to 100 pounds, stooping, climbing, and extended standing. Depending on assignment, the employee may be required to serve in an on-call capacity.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Six (6) years of experience in data processing operations, applications, PC network support, or related areas.

- Bachelor’s degree or higher in Information Systems, Computer Science, Engineering, or a closely related field
- Experience with Oracle Cloud and Tableau
- Supervisory or team lead experience overseeing technical staff or managing complex IT projects
