Overview: Seeking a highly skilled Project Manager (Senior Product Manager) to lead a Medicaid eligibility outcomes pilot team. The Senior Product Manager will be responsible for ensuring that the team s product vision aligns with MHBE Medicaid program goals, federal and state compliance constraints, and operational realities.
Key Responsibilities
- Lead the Medicaid eligibility outcomes pilot team as the Senior Product Manager, providing strategic leadership across policy, operations, eligibility, and IT functions.
- Define and steward the product vision for Medicaid eligibility, enrollment, and renewal processes, aligning with MHBE goals and compliance requirements.
- Track and report on Key Performance Indicators (KPIs) tied to beneficiary and worker outcomes, such as reducing procedural terminations and improving renewal rates.
- Use qualitative user research and quantitative performance data to drive prioritization decisions, balancing stakeholder needs.
- Collaborate with stakeholders from various departments to present findings and recommendations in decision-ready formats.
- Partner with state staff to design and implement system improvements, ensuring user needs and operational pain points are addressed.
- Manage product delivery by working with cross-functional teams (engineering, design, policy, etc.) to transform concepts into actionable requirements.
- Ensure compliance with federal and state policies, including CMS Medicaid regulations and Section 508 accessibility standards.
- Mentor and build capacity within state teams for modern product management practices, ensuring sustainable methods beyond the engagement.
- Experience:
- At least 7 years as a Product Manager, with 3 years in complex, regulated, or large-scale environments such as healthcare, government, or financial services.
- 2 years of experience leading digital service delivery across cross-functional teams.
- Proven track record of delivering digital products or features from discovery through implementation, with measurable outcomes.
- Skills:
- Strong written and verbal communication, with the ability to adapt to diverse audiences.
- Experience managing roadmaps, backlogs, and prioritization frameworks.
- Ability to navigate legal, regulatory, policy, and technical constraints in complex environments.
- Familiarity with iterative, incremental delivery practices (e.g., Agile)
- Knowledge of Medicaid, CHIP, SNAP, TANF, or other federal/state benefits programs.
- Prior Product Manager experience in government or public sector health insurance programs, such as Medicaid agencies or health insurance marketplaces.
- Familiarity with CMS guidance, federal Medicaid regulations, and state procurement practices.
- Experience with agile methodologies, human-centered design, and outcome-based metrics frameworks.
- Familiarity with AI-assisted workflows or automation in regulated public-sector contexts.
