Brief Description

Summary: Responsible for oversight and development of standard operations in all Westbrook Addiction Medicine sites. Develops policies, procedures and guidelines. Provides orientation and education of staff as necessary. Oversees operational leadership, performance management, and day-to-day administration of the Division of Addiction Medicine within a community behavioral health center. This role partners closely with the Medical Director and Nursing leadership to ensure high-quality, accessible, and financially sustainable addiction treatment services across the full continuum of care.

The Division Director is accountable for community outreach and partnership building to expand access, regulatory compliance, and program growth, with a strong emphasis on serving Medicaid and high-risk populations. The ideal candidate is someone who can thrive in a highly matrixed environment.

Essential Duties and Responsibilities include the following. Other duties may be assigned to meet business needs.

  • Operational Leadership
  • Serves as a subject matter expert to County Directors and Program Directors who oversee daily operations across addiction medicine service lines, including:
    • Outpatient Addiction Medicine Clinic (MAT services)
    • Crisis Stabilization Unit (CSU) / Detox services
    • Residential programs (ASAM 3.5, 3.1)
    • Intensive Outpatient Program (IOP)
  • Ensure efficient patient flow from intake through transitions and ongoing care
  • Implements and maintains standardized workflows and clinical pathways
  • Coordinates scheduling templates to optimize access and provider productivity
  • Supports education and messaging related to all aspects of addiction services including prevention and outreach
  • Access & Throughput Management
  • Ensure timely patient access by creating and standardizing across sites processes for:
    • Same-day / next-day availability for medication initiation
    • Rapid post-discharge follow-up (24–72 hours)
  • Monitor and improve:
    • No-show rates
    • Intake conversion rates
    • Time from referral to first appointment
  • Develop strategies to expand access for underserved and Medicaid populations
  • Financial & Performance Management
  • Manage service line budget in collaboration with Finance; County Directors and Program Directors
  • Manage grant requirements and provide financial oversight for division
  • Monitor revenue cycle performance (billing, collections, payer mix)
  • Track key performance indicators (KPIs), including:
    • Patient volume and growth
    • Retention rates (30-, 60-, 90-day)
    • Provider productivity (RVUs or visits/session)
    • Other metrics required to support value-based reimbursement
  • Identify and implement opportunities for program expansion and sustainability
  • Regulatory Compliance & Risk Management
  • Ensure compliance with:
    • State and federal regulations related to substance use treatment
    • Controlled substance prescribing requirements
    • ASAM level-of-care standards
    • Medicaid documentation and billing rules
    • CARF accreditation
  • Support compliance with medication programs such as:
    • Buprenorphine treatment programs
    • Naltrexone
  • Partner with Quality and Compliance teams on audits and corrective action plans
  • Staffing & Team Management[BT1]
  • Supervise non-medical staff within the addiction medicine division
  • Partner with clinical leadership on staffing models for:
    • Providers (MD/DO, NP, PA)
    • Nursing
    • Therapists
    • Peer recovery specialists
    • Care Coordinators
  • Manage hiring, onboarding, performance evaluations, and staff development
  • Promote a team-based, mission-driven culture focused on recovery-oriented care
  • Program Development & Growth
  • Lead development of new services, such as:
    • MAT expansion
    • Specialty addiction tracks (perinatal, justice-involved, dual diagnosis)
  • Identify community needs and gaps in addiction services
  • Build partnerships with:
    • Hospitals and emergency departments
    • Primary care providers
    • Community organizations and referral sources
  • Support grant initiatives and program innovation
  • Data, Quality, and Outcomes
  • Develop and maintain dashboards for real-time operational metrics
  • Use data to drive continuous improvement in:
    • Access
    • Retention
    • Clinical outcomes
  • Collaborate with Quality Improvement teams to implement evidence-based practices
  • Support reporting requirements for state agencies and grant programs
  • Integration & Collaboration
  • Facilitate seamless care coordination across:
    • Behavioral health services
    • Primary care
    • Crisis services
    • SUD Residential Services
  • Promote warm handoffs between levels of care
  • Participate in interdisciplinary leadership meetings and planning efforts
  • Maintains confidentiality of information and complies with HIPAA regulations.
  • Demonstrates knowledge of and supports Westbrook Health Services mission, vision, values, policies and procedures, operating instructions, confidentiality standards and code of ethical behavior.

Education And/or Experience

Bachelor’s Degree in health services administration, business management or related field, Master’s Degree preferred. Experience or education that demonstrates a working knowledge of addiction medicine. Prior computer/PC experience using computerized Medical Records. Must have previous supervisory/management experience. Must pass Criminal Investigation Background and DHHR background checks as well as post offer drug screen.

Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Mobility and ability to sit for long periods of time use a standard computer keyboard, bend, reach and lift up to 10 pounds are required in this position.
