We leverage the power of digital assets and blockchain to build an inclusive financial ecosystem to advance the freedom of money and improve financial access for people around the world.Binance Australia is hiring a Controls Testing & QA Specialist to independently design and execute a periodic controls testing plan across AML/CTF compliance workflows, with a strong focus on AUSTRAC obligations and regulatory expectations. You will assess control design and operating effectiveness, produce clear MI and governance reporting, and drive timely remediation with key stakeholders. This role operates with appropriate independence from day-to-day operational processing.
Responsibilities:
- Controls Testing & Assurance:
- Design and execute a periodic controls testing plan (monthly/quarterly/annual) aligned to Binance Australia’s AML/CTF Program, SOPs, control library, and risk priorities.
- Maintain and enhance the controls testing methodology (scope, sampling approach, evidence standards, pass/fail criteria, exception rating, documentation requirements).
- Conduct frequent controls testing using defined test scripts and develop/improve scripts where gaps are identified.
- Evaluate control design and operating effectiveness, document test results, and clearly articulate exceptions, root causes, and risk impact.
- Perform thematic reviews and emerging risk testing (e.g., new products, typologies, policy changes, AUSTRAC guidance updates).
- Coverage Across Core AML/CTF Workflows (Including Reporting):
- QA and controls testing across onboarding/KYC (CDD/EDD), ongoing customer due diligence, PEP/sanctions screening, transaction monitoring and investigations/case management, and record-keeping.
- Perform QA over regulatory reporting controls and workflow effectiveness, including SMR quality/timeliness, and where applicable TTR and IFTI reporting completeness, accuracy, and submission timelines (including escalation and decisioning controls).
- Reporting, MI & Governance:
- Draft periodic QA/controls testing MI dashboards and presentations (trends, recurring issues, remediation progress, control health indicators).
- Communicate testing outcomes, recommendations, and control enhancement opportunities to Compliance, Operations, Product, and other stakeholders.
- Maintain a structured issues and remediation tracker, validate closure evidence, and re-test to confirm remediation effectiveness.
- Support audit and regulatory readiness by maintaining well-organised evidence packs and responding to information requests.
- Continuous Improvement & Stakeholder Management:
- Partner with process owners to improve control design, operational execution, and system configuration.
- Provide feedback to the function lead on improvements to the testing plan, scripts, MI reporting, and exception management approach.
- Promote consistent, well-documented, and repeatable control execution practices.
Requirements:
- 3-5+ years experience in AML/CTF compliance, QA, controls testing/monitoring, assurance, or internal audit within financial services, payments, fintech, or digital assets.
- Demonstrated experience with AUSTRAC-focused AML/CTF obligations and practical exposure to AML/CTF Programs and regulatory expectations is highly desirable
- Proven ability to perform controls testing across CDD/EDD, screening, transaction monitoring/investigations, and SMR reporting QA (as applicable).
- Strong knowledge of control testing concepts: design vs operating effectiveness, sampling, evidence standards, exception grading, root-cause analysis, remediation validation.
- Strong analytical capability and attention to detail; ability to translate findings into concise, actionable recommendations.
- Excellent written and verbal communication skills; able to influence stakeholders and present governance-ready reporting.
- Strong proficiency in Excel/Google Sheets and PowerPoint/Slides; comfortable working with compliance tooling and case management systems.
- Experience in digital assets/crypto exchange compliance and relevant typologies (fraud, mule activity, layering, chain-hopping, sanctions evasion) is highly desirable.
- Familiarity with transaction monitoring and screening tools, KYC vendor solutions, and workflow/case management platforms is preferred.
- Certifications such as CAMS, ICA, CA AML/CTF, or their equivalents would be an added advantage.
