Position Overview/Duties

  • Administers and manages construction projects at a field office, including contract modifications, quality assurance, and oversight of vertical and civil construction, rehabilitation, and renovation projects (e.g., dams, flood protection, hydropower, and environmental restoration).
  • Performs contract administration functions such as issuing requests for proposals, negotiating contract changes, preparing government estimates, reviewing contractor submittals, and ensuring all contract documentation and close-out requirements are met.
  • Conducts quality assurance activities by reviewing plans and specifications, participating in constructability reviews, supervising inspection of work in progress, ensuring compliance with contract requirements, and coordinating resolution of deficiencies.
  • Enforces safety standards by reviewing contractor safety plans, inspecting safety precautions, conducting safety meetings, and implementing work stoppages when significant violations occur.
  • Provides technical advice and coordination to Resident Office staff, contractors, and other stakeholders, acting as a consultant on complex construction issues and serving as a liaison between field and engineering divisions.

Other Conditions and Requirements

  • BASIC QUALIFICATIONS: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes managing, advising, and/or coordinating office staff or contract employees of construction management services, interpreting plans and specifications, ensuring quality of construction projects, gathering data and preparing estimates for contracts and/or change of orders, providing technical advice between office staff and Engineers that may require major design review or assistance.
