About EDACTEquitable Development Action (EDACT) is a Minnesota-based nonprofit organization focused on advancing wealth building, workforce development, economic empowerment, and capacity building for Under-resourced communities. Through culturally responsive programming and strategic partnerships, EDACT supports workforce readiness, entrepreneurship, and pathways to economic stability for communities across the Twin Cities and beyond.
EDACT is currently implementing the Southeast Asian Workforce Equity Initiative, a DEED-funded workforce development program that serves Southeast Asian communities through training, career readiness, financial literacy, and employment support.
Position OverviewEDACT is seeking a highly organized, mission-driven, and people-centered Fractional Operations & Case Manager to support workforce development programming, Workforce One (WF1) reporting, participant case management, community engagement, and organizational operations.
This role is ideal for an individual who understands Minnesota workforce systems, thrives in fast-paced nonprofit environments, and enjoys working directly with diverse communities and program participants.
Key Responsibilities- Recruit and engage Southeast Asian participants for workforce programming
- Conduct participant intake, onboarding, eligibility review, and follow-up
- Support participants with job readiness, resume development, interview preparation, and job search activities
- Maintain accurate participant records and case notes
- Manage participant tracking, milestones, and exits into employment
- Perform Workforce One (WF1) data entry and reporting
- Ensure compliance with DEED workforce grant requirements
- Track enrollments, services, milestones, exits, and participant outcomes
- Assist with monthly, quarterly, and grant reporting activities
- Support outreach and community engagement efforts
- Support EDACT organizational operations and virtual team coordination
- Assist grants and program teams with administrative and operational support
- Maintain organized documentation, digital records, and reporting systems
- Support leadership with special projects and operational coordination
- Strong working knowledge and hands-on experience with Workforce One (WF1) is REQUIRED
- Experience working with workforce development, case management, or DEED-funded programs preferred
- Understanding of nonprofit operations, compliance, ethics, and community-centered service delivery
- Ability to work effectively with people of color and individuals from diverse cultural backgrounds
- Excellent communication and interpersonal skills
- Friendly, warm, professional, and people-centered personality
- Strong organizational skills and ability to juggle multiple responsibilities
- Ability to work independently and collaboratively
- Comfortable working in both virtual and in-person environments
- Experience with Microsoft Office, Google Workspace, and spreadsheets
- Valid driver’s license and reliable transportation required
- Must be willing to work from the office and meet participants in Minneapolis and the surrounding communities
- Must successfully pass a background check
- Associate’s degree or Bachelor’s degree in Human Services, Social Work, Business Administration, Marketing, Public Administration, Nonprofit Management, Workforce Development, Community Development, or related field preferred.
- Experience supporting Southeast Asian, immigrant, refugee, or Under-resourced communities
- Experience supporting Southeast Asian, immigrant, refugee, or Under-resourced communities
- Bilingual or multilingual skills are a plus
- Experience in workforce development, nonprofit operations, or employment services
- Experience supporting grants, reporting, or community-based initiatives
This is a 1099 contractor role with flexible/fractional scheduling. Expected workload is approximately 20–30 hours per week, depending on enrollment cycles, program needs, and organizational priorities.
Compensation range is approximately $25–$33/hour, depending on experience, particularly Workforce One expertise, nonprofit workforce experience, and operational capacity.
This role may transition into a longer-term or full-time opportunity based on funding availability, organizational growth, and demonstrated performance.
