Position Overview/Duties
Duties
Serves as an Engineering Technician responsible for providing staff coordination, technical expertise, and program support for operations and maintenance activities across hydroelectric generation, navigation, and flood risk management projects throughout the Tulsa District.
Works under general supervision with broad latitude to independently plan, coordinate, and execute assignments. Completed work is reviewed for overall effectiveness, quality, and compliance with policies.
Major Duties Include
- Serves as District Point of Contact (POC) for the Facility Equipment Maintenance (FEM) program, providing oversight, system administration, and technical guidance for automated maintenance systems supporting hydropower, flood control, and navigation facilities.
- Develops, maintains, and analyzes equipment maintenance data, including maintenance schedules, repair histories, and performance trends to improve program effectiveness.
- Prepares plans, specifications, and acquisition packages for maintenance and repair projects; serves as a Contracting Officer’s Representative (COR) and participates in technical evaluations and source selections.
- Conducts inspections and evaluations of maintenance programs to ensure compliance with standards, policies, and efficient operations.
- Identifies deficiencies, recommends corrective actions, and collaborates with engineering staff on complex technical issues.
- Provides technical assistance and guidance to field personnel and management on maintenance strategies and systems.
- Must be able to obtain and maintain Contracting Officer's Representative certification.
- May require travel to project sites (dams, power plants, navigation locks).
Specialized experience is defined as: 1) Utilizing an automated maintenance system to analyze maintenance operations for an organization; AND 2) Overseeing maintenance programs to ensure compliance with organization requirements.
Work Environment
Work is primarily performed in an office setting but includes site visits to dams, power plants, and navigation facilities. Fieldwork may involve exposure to industrial environments and requires use of appropriate personal protective equipment (PPE).
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
- Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
