Job Title: Head of Strategic Planning & Portfolio Management

JOB OBJECTIVE
The Head of Strategic Planning & Portfolio Management is responsible for leading enterprise-wide strategic planning and portfolio management activities to ensure alignment between organizational vision, investment priorities, and execution plans. The role is accountable for driving sustainable performance, optimizing portfolio value, and enabling data-driven decision-making across the organization.
KEY RESPONSIBILITIES & ACCOUNTABILITIES
- Lead the development, execution, and continuous improvement of the organization’s strategic planning framework.
- Translate corporate vision into actionable short-, medium-, and long-term strategic objectives.
- Support the Chief Investment Officer in assessing organizational performance, market dynamics, and internal capabilities.
- Develop strategic forecasts and scenario planning models to define future growth pathways.
- Integrate cross-functional strategies to ensure alignment across investment, asset, and operational units.
- Design and implement portfolio management methodologies to optimize value creation and risk-adjusted returns.
- Identify and evaluate high-potential business opportunities, new ventures, and strategic expansion initiatives.
- Conduct quantitative and qualitative analysis to assess trade-offs and support investment prioritization decisions.
- Recommend new revenue streams, business models, pricing strategies, and investment structures.
- Oversee development of strategic dashboards, KPIs, and performance monitoring systems.
- Review internal and external business intelligence to identify risks, opportunities, and strategic gaps.
- Ensure alignment of portfolio performance with financial targets including ROI, IRR, and TCO.
- Provide strategic advice and guidance to senior leadership and functional departments.
- Facilitate periodic strategic reviews and leadership discussions to ensure execution alignment.
- Foster a culture of collaboration, accountability, and continuous improvement across teams.
- Participate in departmental leadership meetings and support investment program execution.
REQUIRED KNOWLEDGE, QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in Business Administration, Economics, Finance, Strategic Planning, or related field (Master’s preferred).
- Minimum 10 years of relevant experience in strategic planning, investment management, portfolio management, or large-scale development.
- At least 5 years in a managerial or leadership role.
- Strong exposure to real estate, infrastructure, development, or investment-driven environments preferred.
- Proven experience in strategic planning, forecasting, and investment decision support.
- Strong understanding of financial modeling, ROI analysis, and economic feasibility studies.
- Knowledge of macroeconomic analysis, market research, and scenario planning.
- Excellent negotiation, presentation, and stakeholder management skills.
- Strong analytical and problem-solving capabilities.
- Proficiency in both English and Arabic (written and spoken).

The role holder is responsible for:
- Supporting enterprise-level strategic direction setting in alignment with executive leadership.
- Leading portfolio planning, prioritization, and performance optimization initiatives.
- Overseeing analytical assessments including ROI, IRR, and financial feasibility.
- Managing strategic planning frameworks, tools, and reporting systems.
- Ensuring alignment of departmental initiatives with organizational goals.
- Providing input into budgeting, investment planning, and resource allocation decisions.
- Supporting performance evaluation and continuous improvement of strategic initiatives.
- Acting as a key advisor to senior leadership on strategic and investment matters.
