WATER RESOURCES / SURFACE WATER SERVICE LINE

Position Summary

Spicer Group is seeking an experienced Surface Water or Water Resources Engineering leader to serve as Regional Manager for Ohio. This role is designed for a professional who is deeply connected to the region and someone who understands the municipalities, governing entities, utilities, regulators, funding programs, and stakeholders that shape infrastructure decisions across Ohio.

Spicer Group’s Surface Water service line is composed of professionals who excel at providing services in the following areas: stormwater design, dam safety, environmental services, and surface water modeling. The team contains staff members with a variety of backgrounds all related to surface water and water resources including: civil engineers, environmental engineers, geotechnical engineers, biologists, and other technical backgrounds.

This role ensures profitability and financial health of the region, leads strategic planning efforts aligned with company goals, and drives growth through client engagement, business development, and cross‑selling opportunities. This position plays a key role in strengthening client relationships, expanding market presence, and ensuring technical and operational excellence across the region, while upholding Spicer Group’s core values and commitment to service quality.

Key Responsibilities

Project and Financial Management

  • Responsible for overall financial health and performance of Surface Water within Ohio, including budget, investment allocation, and profitability as directed by the senior vice president
  • Guide growth strategy for Surface Water service line —identifying market opportunities and aligning resources to meet future demand
  • Executes risk management strategy; identifies and mitigates risk to Ohio operations, financial stability, and reputation
  • Defines and analyzes problems in a timely manner and makes expedient, consistent decisions
  • Serves as project manager on large multidisciplinary projects
    • If in a project manager position, prepares invoices and collects A/R for clients
Strategic Planning and Communication

  • Takes direction from designated regional vice president, director, senior vice president, and/or executive vice president on company goals and vision
  • Participates in Regional Strategic Planning Committee and offers surface water market share growth strategy
  • Establishes and maintains effective communications between technical service areas
  • Holds regular group meetings to coordinate workload distribution
  • Executes regional business development focused on Surface water and coordinates upstream efforts

Client Engagement

  • Support and understand client challenges, funding realities, and long‑range plans, connecting them with the right Spicer Group technical expertise to deliver value over time
  • Development and execution of client maintenance plans
  • Development of new clients within Ohio
  • You will maintain and grow strong relationships for municipalities, authorities, and utility owners; State and regional agencies; Industry partners, contractors, and funding stakeholders
  • Serves as client manager on projects as assigned by the regional/senior vice president
  • Engage with local government and industry stakeholders to influence policies and secure project opportunities
  • Performs community engagement within Ohio
  • Implement mechanisms to collect and analyze client feedback, using insights to refine Surface Water offerings and improve client experience
  • Your reputation and relationships will help position Spicer Group early in project planning conversations and long‑term infrastructure programs
  • Responsible for Surface Water service line growth within Ohio and collaborate with others to identify/pursue cross-selling opportunities

Collaboration and Leadership

  • Provide leadership for Surface Water services across Ohio, ensuring projects are delivered with technical excellence, sound judgment, and a strong understanding of local conditions, regulations, and client expectations
  • Collaborate with Surface Water leaders to assemble the right teams for complex projects
  • Partner with directors to ensure technical excellence and compliance with industry standards, codes, and regulations for all technical service areas
  • Works with directors to compile project teams and pursue regionally-vetted work
  • May supervise employees, including completing annual performance reviews, managing attendance, and performance management
  • Lead, mentor, and develop Surface Water professionals within the firm - creating an environment where people are challenged, supported, and proud of their work
  • Collaborate with other regional managers to share best practices, align strategies, and pursue cross-regional business opportunities
  • Collaborate with the marketing department and directors to compose and complete large and/or formal proposals

Position Requirements

  • Bachelors degree in related discipline, or experience equivalent
  • Significant experience in Surface Water or water resources engineering, planning, or infrastructure delivery
  • Established relationships within Ohio
  • Experience leading complex municipal or utility projects from planning through delivery
  • A background working with public funding programs, regulatory agencies, and local decision‑makers
  • Demonstrate competency in client management and engagement, project management, communication, financial management, and collaboration
  • Proven ability to lead teams and mentor professionals
  • Strong communication skills and the confidence to represent Spicer Group with clients, partners, and community stakeholders
  • Ability to travel 50%

Preferred Qualifications

  • Professional licensure (PE) and relevant certification(s) are strongly preferred
