The Facility Manager is responsible for establishing and leading a structured, system-driven Facility Management function across a diversified real estate portfolio including residential, mixed-use, logistics, retail, and hospitality assets.

The role leads the transition and transformation of current facility operations into a disciplined, standards-based, multi-site operating model.

The Facility Manager is accountable for stabilizing existing facilities within the first 3–4 months, implementing governance frameworks, and building scalable systems to support future portfolio growth.

The position operates at both operational and strategic levels, overseeing current asset performance while engaging in design reviews and technical planning for new developments to ensure serviceability, operability, lifecycle efficiency and long-term maintainability.

The Facility Manager drives the expansion of Facility Management function as a structured shared service capability across multiple asset verticals and geographically dispersed sites.


Responsibilities:

1.Establishment of System-Driven FM Function

Design and maintain a full governance structure of Facility Management across the portfolio including:

  • Develop and implement technical SOPs and service standards.
  • Create workflows, escalation matrices, and structured reporting frameworks.
  • Establish structured work order management system.
  • Implementing documentation control framework.
  • Develop dashboards, trackers, and performance monitoring tools.
  • Establish standardized asset registers and lifecycle tracking models.
  • Develop workplace management framework, processes, SOPs and management system for offices under management.

Outcome Focus: Fully structured, scalable FM operating model.


2. Operational Stabilization & Transition

Lead immediate stabilization of current facilities and transition toward structured performance:

  • Conduct comprehensive operational assessments.
  • Identify service gaps and operational risks.
  • Implement corrective stabilization plan within 3–4 months.
  • Reduce reactive breakdown incidents vs baseline.
  • Improve SLA compliance discipline.
  • Drive immediate improvement projects at the residential compound and operational assets portfolio.

Outcome Focus: Stabilized operations with predictable performance.


3. Portfolio & Multi-Site Management

Oversee geographically dispersed assets across different asset classes.

  • Manage multi-location FM operations across residential, mixed-use, logistics, industrial, retail, and hospitality assets.
  • Standardize service delivery across portfolio.
  • Ensure cross-site reporting consistency.
  • Implement unified governance and compliance structures.
  • Lead systems development, integration and management such as CAFM and ERP

Outcome Focus: Integrated and consistent portfolio-wide FM performance.


4. Tendering, SOW & Contractor Governance

Lead structured procurement and contractor performance frameworks in collaboration with procurement team.

  • Develop comprehensive Scope of Work (SOW) documents.
  • Prepare RFP packages.
  • Define SLAs and KPIs.
  • Lead technical and operational evaluation during tenders.
  • Conduct structured contractor performance reviews.
  • Upgrade governance frameworks for service providers.

Outcome Focus: Accountable and performance-driven contractor ecosystem.


5.Capital Planning, Budgeting & Financial Control

Drive financial discipline across operational and capital expenditure.

  • Support the head to develop, implement and maintain and disciplined financial control system.
  • Develop comprehensive annual OPEX budgets.
  • Develop CAPEX plans and 3-year capital roadmaps.
  • Lead lifecycle planning and asset replacement strategy.
  • Monitor and manage portfolio budgets.
  • Issue structured monthly cost variance reports.
  • Implement material consumption and spare parts management systems.
  • Establish stock management and inventory governance.

Outcome Focus: Financially controlled, lifecycle-driven FM model.


6.Technical Capability & Team Development

Build internal technical capability and FM organizational strength.

  • Conduct technical skill gap assessments.
  • Develop structured improvement programs.
  • Establish internal technical knowledge repository.
  • Lead training initiatives to upgrade team capability.
  • Recruit and structure FM team as portfolio expands.
  • Reduce dependency on unstructured external technical support.

Outcome Focus: Strong, capable, system-oriented FM team.


7.Design Review & New Development Engagement

Ensure new developments are FM-ready and lifecycle-efficient.

  • Participate in design reviews for mixed-use, residential, logistics, and industrial developments.
  • Provide maintainability and operability feedback.
  • Ensure FM standards are embedded in design phase.
  • Align new assets with portfolio FM governance model.

  • Development of SOW, RFP, technical SOPs and service standards.

Qualifications:

  • Bachelor's degree in engineering (Mechanical or Electrical preferred).
  • Certified Facility Manager (CFM), Facility Management Professional (FMP), or similar built environment certification
  • 7-12 years of experience in Facility Management in multi-site / mixed-use portfolios; exposure to both service provider and client environments preferred.
