Essential Job Function:
- Design and implement program surveys, including sampling plans and data collection tools
- Develop, manage, and support digital data collection systems
- Oversee field data collection and ensure field teams collect complete, accurate, and usable data
- Review field data for completeness, accuracy, consistency, and quality
- Clean, validate, reconcile, and analyze collected data
- Ensure data is ready for program decision-making, management review, and external reporting
- Prepare professional analytical reports, dashboards, charts, tables, graphics, maps, and data visualizations
- Translate complex data and field findings into clear, actionable insights
- Track progress against indicators, targets, milestones, outputs, and outcomes
- Coordinate with program managers, field teams, and stakeholders to resolve data gaps, reporting issues, and field collection problems
- Support field operations throughout Ukraine as security conditions permit
- Protect sensitive program, asset, location, inspection, and stakeholder information
- Support preparation of resume materials and related documentation required for client review and approval
- The position requires the ability to support field operations throughout Ukraine, including remote, rural, and higher-risk areas as security conditions permit
- The candidate must be a Ukrainian citizen and must be fluent in Ukrainian. English proficiency is strongly preferred
- Designing and implementing program surveys, including sampling approaches and data collection tools
- Developing, managing, or using digital data collection systems
- Overseeing field data collection and supervising field data collection activities
- Generating reliable evidence on program performance, implementation progress, outcomes, asset status, or field conditions
- Cleaning, validating, reconciling, and analyzing collected data to ensure data integrity
- Preparing data for program decision-making, management review, and external reporting
- Preparing professional analytical reports for funders, donors, government clients, international organizations, NGOs, or senior leadership
- Developing professional data visualizations, including dashboards, charts, tables, maps, graphics, or similar analytical products
- Translating complex findings into clear, actionable insights for program leadership and external stakeholders
- Tracking and demonstrating progress against indicators, targets, outputs, outcomes, milestones, or performance measures
- Supporting field operations in Ukraine under operational conditions
- Demonstrating strong attention to detail, reliability, flexibility, sound judgment, and professional communication skills
- Prior professional experience with the Ministry of Interior, National Police of Ukraine, State Border Guard Service, National Guard of Ukraine, or other Ukrainian government entities
- Experience supporting donor-funded, U.S. Government, EU, UN, World Bank, NGO, humanitarian, stabilization, rule-of-law, security-sector, or reconstruction programs
- Experience with third-party monitoring, end-use monitoring, site verification, asset verification, inventory verification, field inspection support, or property accountability
- Experience operating across multiple Ukrainian oblasts or in conflict-affected, austere, humanitarian, stabilization, or security-sector environments
- Experience using tools such as KoboToolbox, ODK, SurveyCTO, CommCare, Power BI, Tableau, Excel, Power Query, SQL, SPSS, Stata, R, Python, ArcGIS, QGIS, or similar data collection, analysis, visualization, or GIS platforms
