- Hands-on data manipulation and analysis using SQL, Tableau, UFT, and Smartsheet. Develop visualizations to communicate data findings effectively. Supporting the team in making data-driven decisions and enhancing customer experiences.
- Assist in the creation and maintenance of SharePoint Sites for the office.
- Assist in the creation and maintenance of test cases and manual and automated test scripts using UFT and provide the testing report and visualization using Smartsheet, Tableau, Power Pivot, and Power BI.
- Create user stories, use case diagrams, and entity relationship diagrams to support multiple projects assigned.
- Work on both individual tasks and collaborative projects. Assist in the design and documentation of solutions and architectures.
- Provide support for system integrations, testing, and data flow management.
- Create ERD, UML, and other data flow diagrams.
- Troubleshoot and resolve technical issues as they arise.
- Create and update user guides, Job Action Sheet, training materials, and other documentation.
- Participate in team brainstorming sessions to develop innovative solutions, track activities using JIRA, and elicit requirements.
- Presenting data and solutions to company leaders. Create the project charter, scope document, and requirement traceability.
- Gather, review & analyze business and industry data, including KPI, financial reports, and other key metrics using data analytic tools and techniques.
- Create informative, actionable, and repeatable reporting that highlights relevant business trends and opportunities for improvement.
- Conduct insightful, ad hoc analysis to investigate ongoing or one-time operational issues.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Business System Analyst Trainee 1:
Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-14 or higher and otherwise eligible for transfer under Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
