Job Description And Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing complex, technical, analytical, fiscal and consultative work.
The Analyst II (Analyst) serves as the Healthy Communities Budget Analyst and is responsible for developing, implementing, monitoring, and maintaining fiscal transactions. The Analyst researches, analyzes, applies appropriate budget and fiscal management, and assists in the analysis and development of strategies related to fiscal resources. The Analyst coordinates and tracks fiscal packages related to Budget Change Concepts (BCCs) and Budget Change Proposals (BCPs), Spring Finance Letters (SFL), maintains Center Office budget expenditure tracking, provides budgetary projections, and recommends expenditures and reductions quarterly. The Analyst resolves complex budgeting and accounting issues, develops reporting systems, and assists in the coordination and tracking of fiscal drills and the development and execution of procurement activities. The Analyst acts as the liaison between CHC and administrative branches and divisions. Provides fiscal-related recommendations to executive leadership and branch/office management.
The incumbent works under direction of the Supervisor I, Fiscal and Support Unit Chief, within the Center for Healthy Communities (CHC), Center Office, Strategy and Alignment, Operations Section (OPS), Fiscal Procurement Unit (FPU).
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
