Job Description And Duties

Under general direction provided by the Information Technology Manager I (CSPS Project), the incumbent is responsible for performing a variety of complex analytical and Information Technology (IT) support activities for the CSPS IT Project, a project to improve replace the current personnel and payroll systems. CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, and time management) and Payroll with employee self-service, streamlined business processes using innovative technology solutions. The incumbent will perform a wide variety of analytical activities in the areas of business process analysis, system design analysis, problem resolution, legislative analysis, and consultation. The IT Specialist I will combine complex analysis for business needs with project management tasks, which includes personnel and payroll systems design planning and implementation activities for a highly complex IT project.

To support the responsibilities, the incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), and an understanding of customer service concepts.

Duties Performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Participate in business requirements elicitation sessions with IT and Program area resources to document business, functional and other software requirement specifications in applicable formats. Identify documented functions and their related requirements and designate relative to the following classifications: functional; non-functional; and project transition which encompasses data conversion requirements for the future payroll/personnel replacement system; categorize any relationship to the functionalities of the potential software packages under consideration as mandatory or desirable; Attend project meetings to discuss status reports, assignments, recommendations, research results, or product information; Participate in the project activities and development of required project documentation.
  • Ensure requirements traceability and manage requirements change control activities to ensure that technical solutions satisfy the business needs and the applicability within the software solutions under consideration;
  • Collaborate with business and other technical staff to identify appropriate strategies and implementation plans to meet business objectives and system development; Define and design software solutions using specification development industry standards and methodologies; Develop and maintain software documentation for each phase of the SDLC to ensure maintainability.
  • Collaborate with the SCO program/technical areas and external project stakeholders to analyze the probable technical application of the information documented, the relevancy to business requirements associated with the payroll system, both current and future needs; determine and present the potential impact to existing legacy systems, while considering the impending development of the modernization of the state’s personnel payroll systems, focusing on the impacted systems, workflows, data security and privacy characteristics and enterprise architecture;
  • Document business processes and assist in the overall assessment of the needed system architecture flexible enough to address business requirements; Formulate business cases and research analysis reports; Assist the Business Leads providing IT consultation to the business owners to support the business programs
  • Identify and document test scenarios and test scripts using IBM DOORS. Participate in all test phases and identify and document defects found and work with the system integrator to resolve and re-test until the solution is working as required. Provide updates to management on the status of testing and system acceptance.
  • Represent the SCO on various functional and technical focus groups, task forces comprised of departmental, control agency, and labor union representatives, to facilitate change and business improvements to support the state’s personnel and payroll project goals and objectives using information technology methods; engage in business relationships requiring tact and perspective;
  • Apply industry standardized project management methodologies according to the Project Management Body of Knowledge (PMBOK) and California Project Management Framework (CA-PMF) as well as processes defined within the SCO’s IT Service Management framework and guidelines from the Information Technology Infrastructure Library (ITIL®) as applicable;
  • Coordinate the review of requirement documents and obtain sign off from various program representatives, governance boards and stakeholders; Develop and sustain cooperative working relationships with project stakeholders; Develop and sustain cooperative working relationships with project stakeholders through all project phases.
