Job Description And Duties

Under the general direction of the Information Technology Supervisor II, the Information Technology Specialist I (ITS I) independently plans, organizes, and manages the most complex tasks related to planning and managing information technology (IT) projects at the expert level. The ITS I plans, schedules, leads, and conducts the activities necessary to plan and manage IT projects and system development methods, based on industry best practices and alignment with the Department and Division’s vision, goals, and objectives. The ITS I prepares, guides, and assists project team in the planning activities required for the preparation of Project Approval Lifecycle deliverables, Special Project Reports, Post Implementation Evaluation Reports, Economic Analysis Worksheets, and Financial Analysis Worksheets; applies knowledge and skills in alignment with project management concepts, principles, practices, and processes prescribed by the California Project Management Framework, Project Management Body of Knowledge, the California PAL, IT Systems Development Lifecycle standards, methodologies, processes, and State IT policies.

Assignments will involve management of delegated, non-delegated low and medium criticality projects needed for continued operation of State business processes and/or implementation of legislative mandates. The ITS I project manager may be assigned to and responsible for management of multiple projects concurrently. The ITS I participates in the planning and organization of Department of Justice project resources to move the project towards completion. This includes resource management including finances, technology, and intellectual property. It also involves identification and management of risks, careful resource management, smart budgeting, and clear communication across multiple teams and stakeholders. Project managers serve the team but also ensure clear lines of accountability are in place.

This position is located in the California Justice Information Services Division, Enterprise Services Bureau, Project & Portfolio Branch, Project & Portfolio Management Section, Business Analysis & Project Management Office.

Please note that this classification contains multiple salary ranges. New-to-State employees will be given the minimum salary of Range A, unless you meet Alternate Range Criteria 484. For current state employees and/or those with reinstatement rights, your salary will be determined in accordance with applicable laws, rules, and regulations.

ALTERNATE RANGE CRITERIA 484

Established 1/31/18, Pay Letters 18-04 and 18-05

Range A. This range shall apply to persons who do not meet the criteria for Range B or Range C.

Range B. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed two years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I.

Qualifications

Range C. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have also completed four years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Specialist I.:

When the requirements for the criteria are met and upon recommendation of the appointing power, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.676. Upon movement to Range C, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.674 shall apply.
