We are looking for a Country Administration Manager


Role Description

We are seeking an experienced and highly organized Country Administration Manager to support the successful setup, coordination, and day-to-day administration of our international operations and project sites.

S/he will play a key role in ensuring operational readiness, administrative efficiency, and seamless coordination between project teams and corporate functions across multiple countries.

This role combines operational coordination, field administration, supplier management, and site support responsibilities, contributing directly to the smooth execution of international projects in demanding and fast-paced environments.

The successful candidate will act as a central liaison between project sites and internal departments including Project Management, Procurement, HR, Operations, and Finance, while also coordinating with external stakeholders, suppliers, and local partners.

Key Responsibilities


Country & Project Setup

▪ Organize and coordinate the administrative operations of international projects at country level.

▪ Support project setup during mobilization phases, including accommodation arrangements, supplier coordination, recruitment support, subcontractor onboarding, and implementation of operational procedures.

▪ Ensure administrative readiness before and during project execution.

▪ Establish and maintain core administrative structures and processes that support efficient project operations.

▪ Support project close-out activities, including housing closure, contract completion, and final expense coordination.


Project Support & Operational Assistance

▪ Support Project Managers and project teams in the coordination of daily operational matters.

▪ Facilitate the resolution of practical and administrative issues affecting project execution.

▪ Manage urgent operational matters related to international project activities and site operations.


Accommodation & Workforce Support Management

▪ Organize, manage, and optimize accommodation solutions for project personnel.

▪ Negotiate lease terms and manage accommodation-related agreements.

▪ Ensure appropriate living conditions and day-to-day support for employees regarding accommodation, transportation, and essential needs.

▪ Act as a point of support for workforce-related practical matters during project execution.


Supplier & Service Management

▪ Develop and manage a reliable network of suppliers and service providers at local and international level.

▪ Coordinate procurement support activities, including quotation collection, supplier communication, participation in negotiations, and monitoring of orders and deliveries.

▪ Manage daily site-related needs, consumables, and minor purchases while resolving practical supplier-related issues.

▪ Create, maintain, and evaluate a country-level supplier database.


Local Administration & Site Support

▪ Guide and supervise Local Administrative Support personnel on site.

▪ Monitor key administrative activities including timesheets, documentation, and site records.

▪ Ensure proper record keeping and support reporting and audit requirements.


Field Financial Oversight & Expense Control

▪ Monitor site expenses, petty cash management, and personnel-related expenses.

▪ Collect, review, and monitor supplier invoices and supporting documentation.

▪ Ensure compliance with internal approval procedures and financial controls.

▪ Coordinate with Finance teams regarding submissions, validations, and payments.


External & Cross-Border Coordination

▪ Coordinate with local accountants, legal advisors, authorities, and external partners regarding corporate operations, compliance matters, and administrative obligations within each country.

▪ Support and monitor import/export procedures and coordinate with customs agents, transport companies, and logistics providers for the transportation of equipment and materials.


Country-Level Cost Control & Optimization

▪ Monitor and analyze administrative and operational support costs at country level.

▪ Identify opportunities for cost optimization and improved resource utilization.

▪ Submit proposals for operational improvements and more efficient working models.

▪ Contribute to the continuous improvement of international project support processes.

Qualifications

▪ Bachelor’s degree in Business Administration, Economics, or a related field

▪ A postgraduate degree in a relevant field will be considered an asset

▪ Good understanding of basic financial management principles, including cost control, budgeting, and expense monitoring

▪ Very good knowledge of MS Office applications, especially Excel

▪ Excellent organizational, coordination, and multitasking skills

▪ Strong problem-solving, communication, and negotiation abilities

▪ Hands-on, adaptable, and solution-oriented mindset

▪ Excellent command of English, both written and spoken

▪ Availability for occasional travel and on-site presence abroad, particularly during project mobilization and critical execution phases

Professional Experience

▪ 3–6 years of experience in project administration, operations support, or similar coordination roles

▪ Experience working in international environments or supporting international projects will be considered an asset

▪ Previous experience in construction, infrastructure, energy, or technical projects will be considered a strong advantage

▪ Experience in supplier management, logistics coordination, and project/site support activities

▪ Exposure to site-level financial monitoring, expense management, and operational cost control
