Duties And Responsibilities
The incumbent of this position will plan, organize and supervise the operation of a program(s) and its activities in accordance with the mission and goals of the agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program. The incumbent will also establish and manage long- and short-term program goals; develop, analyze and evaluate new or modified program/management policies, regulations, goals, or objectives. Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant-funded projects.
Receives and analyzes program reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes. Monitors the work of and coaches subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major program priorities.
Qualifications And Education
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level, or its non-District equivalent obtained from either the private or public sector. Examples of specialized experience include extensive experience in program and/or project planning and management in the area of assigned responsibility; experience in leading process improvement teams related to service delivery, preferably in a government setting
Knowledge of Federal, State, and local rules and regulations pertaining to assigned agency, division, or program; principles and practices of management, administration, budgeting, training and personnel management is highly preferred.

Working Conditions/Environment
Work is performed in an office setting that is adequately lighted, heated and ventilated. Normal safety precautions are required.
Other Significant Facts
Tour of Duty: Monday – Friday; 8:15 am - 4:45 pm (May be required to work weekends)
Duration of Appointment: Management Supervisory Service (MSS), “At-Will” Appointment. All positions and appointments in the Management Supervisory Service serve the pleasure of the appointing authority and may be terminated at any time with or without cause.
Promotion Potential: No known promotion potential
Pay Plan, Series, and Grade: MS-0340-14
