Director of Training, Workforce Development & Environmental Health & Safety


Job Summary

Lead the administration, development, and implementation of workforce training, career development, and compliance programs supporting organizational operational goals. Serve as a liaison between operational leadership and external partners while overseeing Environmental, Health & Safety (EH&S) compliance initiatives and driving the development of a comprehensive Quality Management System.


This role will oversee a small team supporting both the Environmental Health & Safety function and the Career Development & Training department across multiple operational business units. A strong EH&S team member currently manages much of the documentation and compliance activity.


The Director will be responsible for enhancing existing workforce training and career development programs while identifying and implementing new educational and vocational initiatives. Programs may range from foundational education and workforce readiness to skilled trades, technical certifications, digital skills, and professional development.


Position Overview

  • Approximately 70% Training & Workforce Development / 30% Environmental Health & Safety
  • Approximately 20% travel throughout Florida
  • Direct supervision of 5 team members:
  • 3 Training & Development staff
  • 2 EH&S staff

The organization currently operates multiple Self-Improvement Hub (SIH) learning centers throughout North Florida that provide workforce development and educational resources to program participants and employees.

An internal reporting system tracks participant engagement, development progress, certifications, and program outcomes.


Essential Duties & Responsibilities

  1. Direct the design, development, and implementation of workforce development, vocational training, transitional employment, and career readiness programs.
  2. Build and maintain partnerships with industry groups, educational institutions, and professional organizations to secure recognition, certification, and accreditation for training programs.
  3. Conduct workforce needs assessments and coordinate the development, implementation, and revision of certified On-the-Job Training (OJT) and workforce development programs.
  4. Collaborate with operational leadership on training initiatives related to remedial education, apprenticeships, job readiness, career development, and workforce placement support.
  5. Enhance Career Resource Centers by implementing structured educational pathways that guide individuals from current skill levels toward certifications, career readiness, and long-term employment goals.
  6. Lead transition and workforce placement initiatives, including employer partnerships and employment support services.
  7. Coordinate with external agencies and stakeholders regarding workforce program approvals, compliance requirements, and labor-related matters associated with workforce initiatives.
  8. Develop job descriptions, compensation analyses, and workforce program documentation for new and existing employment and training initiatives.
  9. Collect, analyze, and report workforce development and placement outcomes while monitoring departmental performance against established organizational goals.
  10. Develop and manage the department’s annual operating budget, including purchasing oversight and vendor/contract management.
  11. Research, cultivate, and maximize external funding opportunities, including grants, to support workforce development and training initiatives.
  12. Coordinate with internal departments and external stakeholders regarding participant accounts, workforce participation records, and related administrative matters.
  13. Maintain organizational visibility and professional relationships through membership in professional organizations, conference participation, presentations, and published materials related to workforce development and training.
  14. Oversee Self-Improvement Hub (SIH) operations and ensure alignment with program objectives and participant development goals.
  15. Serve as a liaison between executive leadership and program participants regarding both formal and informal concerns or feedback.
  16. Manage new employee orientation and annual compliance-related training programs.
  17. Publish and maintain annual training calendars and required recurring training schedules.
  18. Coordinate and oversee all employee training initiatives, including management of external training vendors and contracts.
  19. Maintain records of training completed through both internal and external providers.
  20. Oversee workforce program compliance processes, including compensation reviews, audits, and reporting requirements.
  21. Lead the design, implementation, and management of impactful training and development programs aligned with organizational objectives and employee growth initiatives.
  22. Oversee Environmental, Health & Safety programs to ensure compliance with all applicable regulatory requirements, including audits, corrective action tracking, and operational follow-up activities.
  23. Develop and oversee a companywide Quality Management System designed to ensure operational excellence, customer satisfaction, and measurable performance outcomes supported by key performance indicators (KPIs).


Education & Experience

  • Bachelor’s degree in Business, Education, Organizational Development, Environmental Health & Safety, or a related field required
  • Minimum of five years of experience in business, workforce development, training administration, or educational leadership
  • Strong preference for candidates with grant writing, grant management, and grant reporting experience
  • Experience with financial operations, reporting systems, and technology platforms preferred
  • Manufacturing and/or supply chain industry experience strongly preferred
  • Working knowledge of Environmental Health & Safety principles and regulatory compliance
  • Demonstrated passion for building best-in-class workforce training and career development programs
  • Strong critical thinking, analytical, and decision-making skills
  • Ability to solve practical problems and manage multiple priorities in dynamic environments
  • Strong written and verbal communication skills
  • Proven ability to collaborate effectively with operational leaders and teams from diverse business backgrounds
  • Experience utilizing formal assessment methodologies to evaluate workforce development needs and program effectiveness preferred
  • Workforce development certification preferred
  • Strong alignment with organizational mission and values
  • Flexible, collaborative team player capable of managing multiple initiatives simultaneously
