Summary

As a Supply Chain Management (SCM) Team Member - the Logistics Management Specialist collaborates with Senior Management leadership and develops supply chain management strategies in support of the VA Health Care System and supported catchment area; develops assigned Supply Chain metrics which identify business objectives and drives the right supply chain behaviors for planning and executing approved strategies.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 05/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the Federal service that equipped you with the particular knowledge - skills - and abilities to perform successfully the duties of Logistics Management Specialist - and that is typically in or related to the work of this position. Specialized experience includes - assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recomme nd changes; performing or assisting with data analysis - and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management - purchasing - transportation - distribution - inventory management and/or control - expendable and non-expendable equipment - and warehouse operations.OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M. - if related - that provided the knowledge - skills - and abilities necessary to do the work of this position . OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of graduate education and specialized experience - as described above - to meet the total experience requirements at the GS-11 level. Only education beyond (2) two years of graduate education is creditable and is the excess of the amount required for the next lower grade level. Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. Physical Demands & Work Environment: Requires some physical effort such as standing - sitting - walking - or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate. Duties

  • Duties include - but may not be limited to the following: Integration - Resolves or contributes to the resolution of assigned high-priority logistics - supply - distribution - information or service problems through personal action or immediate coordination with required local personnel/activities
  • Serves as an integrator and/or facilitator for contact with supply chain management customers - ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs
  • Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems with emphasis on - but not wholly limited to non-expendable property
  • Troubleshoots and resolves issues where supply chain deficiencies affect the mission
  • Develops designated input for fiscal year and long-range plans and programs - analyzing material for reasonableness - consistency - and validity of various assumptions
  • Analytics - Analyzes the effectiveness of logistics and vendor support services
  • Develops ongoing strategic analyses across supply chain activities - including non-expendable property and recommends solutions for improvements
  • Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements
  • Training and Customer Service - Develops logistics and supply chain management training opportunities and customer supply chain systems - programs - support offerings - supplies and services to collaborative partners and customers
  • Participates in the development of education and training documentation
  • Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support - operational readiness and sustainability
  • Performs other related duties as assigned
  • Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service - increase worker productivity - and better prepare the agency to operate during emergencies
