Chief Information Officer, Home & Community Care Delivery (Care Transitions and HouseCalls)

This role leads a global, multi layer engineering organization accountable for:
- Scaling platforms to meet continued growth
- Modernizing and consolidating fragmented systems
- Embedding AI into day to day clinician and operational workflows - all while systems remain live, compliant, and highly resilient
- Success in this role requires decisive executive leadership, enterprise influence, and solid delivery discipline-with the opportunity to leave a lasting imprint on how care is delivered at scale
For all hires within 30 minutes of an office in Minnesota or Washington, D.C., you'll be required to work a minimum of four days per week in-office.
Primary Responsibilities
- Enterprise Technology Leadership - Serve as the single accountable executive across Care Transitions and HouseCalls; own end to end technology strategy, execution, and outcomes aligned to sustained growth
- Transformation at Scale - Lead the shift from fragmented legacy systems to a unified, modern, AI enabled platform, modernizing while platforms remain live and scaling with the business
- AI First Execution - Establish AI as a default platform capability for Unified Post Acute Care (PAC UM)-moving from pilots to production grade, reusable AI services embedded in care coordination, utilization management, clinician enablement, and engineering productivity
- Platform Modernization & Simplification - Reduce redundancy, enforce cloud native, API first, composable architectures, and integrate acquired technologies without increasing complexity-unlocking interoperability and longitudinal insights
- Engineering Excellence & Global Operating Model - Lead and develop a global engineering organization, embedding platform engineering, DevSecOps, SRE, and AI assisted delivery to improve speed, quality, and reliability
- Workforce & Globalization Transformation - Drive workforce and operating model transformation toward a sustainable onshore/offshore delivery mix (target 40% onshore / 60% offshore), balancing cost efficiency with quality, regulatory compliance, and care delivery requirements
- Governance, Accountability & Execution Discipline - Enforce standards and decision rights; lead cloud adoption with accountability for cost, performance, and reliability; provide transparent, executive level reporting on platform health, value, and transformation progress
- Growth Strategy - Lead technology-enabled growth across Care Transitions and HouseCalls, including UnitedHealthcare and external client expansion, ensuring platforms scale to support new markets and revenue streams
- Regulatory Oversight - Ensure all platforms meet HIPAA, PHI, and healthcare regulatory requirements; own compliance accountability while enabling rapid innovation and clinical enablement
Required Qualifications
- 15+ years of experience in technology leadership, with a significant focus on data engineering, architecture, or large-scale data platforms
- 10+ years of experience leading and managing large, complex technology organizations, including strategic planning and budget management
- 7+ years of experience with cloud-native data architectures and ecosystems (e.g., AWS, Azure, Google Cloud)
- Proven track record of driving large-scale digital transformations and implementing enterprise-level data integration solutions
- Demonstrated experience in leading organizational change and successfully adopting emerging technologies at scale
- Advanced degree (Master's or Ph.D.) in Computer Science, Data Engineering, or a related technical field
- Experience building and scaling the data foundations required for generative AI, large language models (LLMs), or advanced predictive modeling
- Deep expertise in modern data practices, including DataOps, MLOps, and automated data quality frameworks
- Solid executive presence with the ability to influence C-suite stakeholders and align technology strategy with broad business objectives
